Position Summary:

Seeking a detail-oriented, strategic, and experienced Purchasing Manager to lead and oversee procurement operations. This position is responsible for administering purchasing policies and procedures, managing procurement contracts, supervising staff, and ensuring the efficient acquisition of goods and services in compliance with budgetary and legal guidelines. The ideal candidate will serve as a key liaison between departments and external vendors, ensuring transparency, cost-effectiveness, and high ethical standards in all purchasing activities.

Key Responsibilities:

  • Contract Administration: Administer applicable contracts and ensure compliance with terms and conditions. Oversee contract lifecycle from creation to closure.
  • Procurement Oversight: Review and approve purchase requests for completeness, accuracy, and compliance with established purchasing and budgetary policies. Issue and manage purchase orders accordingly.
  • Team Leadership & Supervision: Direct, coordinate, and review the work plan for the Purchasing Division. Assign projects, monitor workflows, evaluate work products, and implement process improvements.
  • Staff Development: Supervise, train, and evaluate purchasing staff. Provide motivation, set performance goals, and initiate disciplinary actions as appropriate.
  • Documentation & Reporting: Maintain detailed records, including purchase orders, reports, proposals, and procurement documentation. Prepare statistical and analytical reports on purchasing operations and performance.
  • Interdepartmental Coordination: Serve as the technical resource for all departments regarding procurement processes. Assist in budget preparation related to purchasing needs and provide guidance on procurement best practices.
  • Vendor Relations: Act as the liaison between departments and vendors. Facilitate vendor selection, negotiations, and performance evaluations to ensure quality and cost-effective purchasing.

Qualifications:

Education and Experience:

  • Bachelor’s degree in Public Administration, Business Administration, Supply Chain Management, or a related field.
  • Minimum of 5 years of progressively responsible experience in public sector purchasing, including supervisory experience.

Licenses/Certifications (Preferred):

  • Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB).

Knowledge of:

  • Public sector purchasing laws and practices.
  • Contract negotiation and administration.
  • Budgetary principles related to procurement.
  • Municipal government functions and procedures.

Skills and Abilities:

  • Strong leadership, interpersonal, and organizational skills.
  • Excellent written and verbal communication.
  • Proficiency in procurement software and Microsoft Office Suite.
  • Ability to analyze data and prepare reports.

Working Conditions:

  • Work is typically performed in a standard office environment.

•May be required to attend evening meetings or respond to procurement-related issues outside regular working hours.
