A local  construction company is seeking a bilingual Human Resources Manager to oversee all HR operations and support the organization as it continues to expand. The ideal candidate will have strong HR generalist experience, hands-on leadership, and a solid background working with prevailing wage and government contract requirements.


Key Responsibilities

  • Oversee all HR functions including recruitment, onboarding, employee relations, compliance

  • Ensure accurate documentation and reporting for prevailing wage and government contracts

  • Manage certified payroll, labor compliance reporting, and required documentation for public works projects

  • Develop and maintain HR policies, procedures, and employee handbooks

  • Coordinate workers’ compensation claims and safety programs

  • Handle performance reviews, disciplinary actions, and corrective coaching

  • Maintain personnel files and confidential records in compliance with state/federal laws

  • Partner with management on workforce planning and field staffing needs

  • Support benefits administration and new hire enrollment

  • Conduct workplace investigations as needed

  • Provide guidance to supervisors on HR practices, labor laws, and compliance regulations

  • Ensure HR procedures align with requirements for public works, government contracts, and audits


Requirements

  • Bilingual English/Spanish required

  • 3–5 years of HR experience; construction industry preferred

  • Proven experience with prevailing wage and government/public works compliance

  • Strong understanding of California labor laws

  • Experience managing HR in a self-directed, independent capacity

  • Excellent communication, organization, and problem-solving skills

  • Ability to maintain confidentiality and professionalism

  • Proficient in HRIS, timekeeping systems, and Microsoft Office


Preferred Qualifications

  • Experience working with city, county, state, or federal project requirements

  • HR certification (PHR/SPHR or SHRM-CP/SHRM-SCP) a plus

  • Experience developing or improving HR processes and compliance systems
